did you set your system language to english?
Every single certified Android TV device already support Google Assistant, no sideload is needed, you just press the mic on the remote or select the assistant logo at the top left corner of home screen and start using your voice, you can also type any queries using the on-screen keyboard or a USB keyboard.

My question is what android TV device do you have? Is it a set top box (meaning actual TV) or a separate device?
If it is a TV with only Chromecast support (i.e. Vizio) I'm pretty sure you have to use your phone/tablet that has Google Assistant functionality to call up things (i.e. play whatever on TV chromecast). If you have an actual (official) Google Android TV device (i.e. mi Box, ShieldTV, etc) then Assistant should be installed out of the box.
