I downgrade my 50P8M to an older firmware (V288 - latest without this issue) and will keep it until they fix this unfortunate issue. It's not a hardware issue. Oh I had this happen to me I had to turn off smoothing settings on the tv picture settings. Exo player is trash. I wouldn't be surprised if exo has some pop under ads that run in the background.
Your dropping frames, how is it connected to your network? Could be wifi choking or dropping out.. UHD is extremely bandwidth intensive, I only stream it to ethernet wired TVs to guarantee its always got adequate throughput.
Try playing the same video file using Kodi .
It could be subtitles causing it try playing English track no subtitles in Kodi

How old is this TV? I have a current model TCL with Android 9 and there is never stuttering. Before, I had a Samsung that did have problems, I don't think the processor could handle the data. I use mine with Netflix 4K, YouTube, casting other videos from the phone, and never any problems. Also, you should have a built in speed test and that can give you real bandwidth. I run mine off a 200mbs connection with an ethernet connection. I get an actual speed around 60mbs, which is more than enough for any video stream.
The bigger issue here is you let the Chinese government collect your data.

I believe TV specs really matter when watching 4k videos. I am not a tech guy, but I had a phone back in the early days of Android that would stutter or even unresponsive when watching 720p or 1080p videos.
