If you're in the US, you can look at the new Tivo Stream as well. Mi Box S is pretty much the one otherwise.
I've tried a few devices. Currently i like the Tivo Stream 4K because it runs Android tv not Android, has decent hardware, and has the backing of a legit company. You can 8nstall any app you want. I'm only using it for stream video and hosting my Channels DVR server.
What are you going to need the device for? Streaming Netflix, gaming, storage...
He can buy on eBay or other websites. I know people in Europe using it.

If you don't need the ethernet port, I'd go with the Mi Box S over the Jetstream/Engel. The Jetstream/Engel is stuck on Android 8 and there's no indication it's still receiving any support. The Mi Box S has been updated to Android 9 and is still receiving at least occasional updates. I have both and they are, otherwise, pretty much equivalent.
I think the ematic Jetstream is a better alternative than mi box s. Netflix certified and Also comes with ethernet port.
