Not sure if this helps but throwing out my experience. I was starting to get annoyed when the Mi Box kept asking me to setup the tuner and I kept dismissing it because I didn't have a tuner plugged in. I forgot about the HD HomeRun I have plugged in in my garage. When that hit me I went through the setup and was surprised to find that it found all the channels, downloaded guide info and when I plugged in a USB drive it let me record and schedule recordings. Pretty neat functionality that I didn't even know it had.
So all of that to say that if there is an EU equivalent of the HD HomeRun it is working great over TCP/IP.
The live channels app does not support dvb-c tuners.
I have a Nvidia Shield TV and the only way to use a dvb-c tuner (only a few are supported) was rooting the shield and using tvheadend.
HDHomeRun Expand is an option, but it would need to be wired to a lan port on a router. https://www.silicondust.com/product/hdhomerun-expand-eu2/ . Otherwise it works great for Live Channels on AndroidTV

Nope you are out of luck, not only does the Mi Box have non existent USB TV Tuner support, but the software support for proper Full Motion Deinterlacing (ie 25ix2=50fps in EU) of DVB-C TV does not work properly either.
In fact ALL AMLogic chipset based devices running anything Android are generally ALL lousy for watching properly deinterlaced TV. Avoid them all otherwise you will be completely wasting you $$$
On a budget I would research some of the old Mecool DVB devices that can run the excellent Linux based CoreELEC (Kodi) from a microSDHC.
That OS is where you will find great DVB support!
Does your cable provider require you to use a CI+ card for DVB-C? If yes then you're probably out of luck.
