That doesn’t mean that it can’t be done....I just haven’t been successful yet.
Some Walmart stores have the Tivo Stream 4K for 10$-15$ on clearance. I needed a new remote for my Shield TV.
The Tivo remote pairs just fine and works better than the Fire Tv remote.
HOWEVER, if you power off the Shield TV, the remote no longer works and has to be repaired.
I typically turn off my Shield TV so un-pairing and re-pairing is a PIA.
I never had this issue with the Fire TV remote. My only issue is that the mic on the remote on the Fire TV doesn't work with apps like voice search on Plex. However, the Tivo voice search worked just fine.

I only tested it for a little bit to see if it would work then linked it back to the Tivo. I was easily able to pair it to my shield. Honestly, the remote works better on the tivo. The power and volume buttons control the shield not tv.
Tivo button, Netflix button don't work and I wasn't able to remap them. I forget if the guide button worked but I couldn't remap it either.
The remote seemed ok after putting the shield to sleep but didn't work after restarting it. I had to unpair then re-pair the remote to get it to work again.
When I first got the tivo the 1st thing I did was try to pair the remote with my Firestick. Didn't work. The remote wouldn't go into pairing mode. After I set up the tivo the remote was able to go into pairing and I paired it to the shield.
