Let me tell you the current problem with Android TV and Android AOSP with webcams:
First of all you must take into account that UVC (Universal Video Class) webcams are the ONLY ones that work with Android TV, you can check a list here , recommended webcams are the Logitech C270 which I own and it works correctly. You can also use either TrueConf or Jami ( jami.net ), the only two Android TV native apps for videocalls with remote control and webcams support (I use Jami and it works fine).
Second of all, oficial webcam support was provided starting with Android 9 Pie, however, the Nvidia Shield and the original Xiaomi Mi Box were the only devices (as far as I know) that supported UVC webcams when they were released.
When I bought the original Mi Box back in 2017, I was able to use my Logitech C270 webcam with Tellybean, because the app supported the remote control, it was independent from smartphones and the microphone worked as excpected.
When Android 8 came to the Mi Box, webcams were still supported but for some reason the driver built into the firmware was failing to get the microphone working, I thought this problem was present ONLY on the Mi Box but then I realized it was also present on Android 9 because I bought another Android TV device from another brand (Mecool KM9 Pro) which came with Android 9 and I was surprised that I found the same issue with the microphone I got on the Mi Box with Android 8.
Now that the Mi Box S has Android 9 I was able to confirm the problem is still present, which means every single Android TV device out there with android 9 is plaguing with the same problem except... NVIDIA SHIELD DEVICES!!.
Now, I already created a bug report at Issue Tracker website about this ssue, but I need more people to chime in, adding commentaries about this problem to finally call Google's attention to fix this problem for good!!!. Could you please add your comment about your experience with this problem? please!!! here is the link:

Thank you in advance.
We use tinycam pro as a baby monitor. It's been working great for a few years.
We have 3 different webcams (including the mentioned Logitech c270), all of them are working with my Android TV (TCL 6 series), BUT Tv recognises them all as 640*480 (0.3Mpixel) cameras. The picture quality therefore is unacceptable. Is there anyone who can recommend a proper camera with proper resolution?
I'm using Google Duo with a Logitech C920.
You'll need to sideload the Google Duo APK (easy to find online).
As for the camera quality... well... it sucks... there's no auto-focus support or proper dynamic range, image is pixelated, etc.
Android is light years behind a proper webcam implementation. AFAIK, there's now the "wish" to change that, but it's going to be a long time until we actually see the results of that. In essence, we're missing the will to invest in this space, from everyone (OEM's, ISV's and IHV's). When MS left the world with no Skype for TV's a big gap opened up.
More than ever, and for the bad reasons, majority of the World is now in quarantine and we don't have the proper technology available to do a simple video conference with our loved ones. Granted I could, and I am, using a phone for it, but it's not the same when you want to have the entire family on both sides, looking and interacting with each other.
It's sad, but my Shield TV Pro 2019 is a power house. It can do everything, but not a simple stupid video conference, in 2020...
