My mum just bought a new TV which comes with prebuilt with android functionality, and was met with Aptoide TV. Honestly, I haven't really tried it that much but it looks kinda sketchy.. Is there a way I can make the TV use Google Play instead?

No legitimate Android TV comes with Aptoide installed. It isn't even available for download through the Play Store because it is a competing marketplace app. It would never come installed on a certified Google device.
Either she bought a knockoff TV that is not Android TV at all or she bought a used TV that someone had installed that on (and who knows what else) and would also have had to root to remove the Play Store.
Either way she was scammed if she thought she was buying a new TV with Android TV. She should return it for a refund and then go someplace else to buy a legitimate TV.
