All official Android TV devices can do this. The Shield and Mi Box can for sure. (Stay way from the cheap Chinese knockoffs.) The question is whether your phone can do it. Newer Android phones do this out of the box. iPhones probably require software installed to do it. (I don't know because I don't have one.)
Or you can buy a Chromecast device and plug it into the old TV as long as it is HDMI
