one more file explorer recommendation here, best of them if you ask me. Mixplorer from xda .
It has cloud option as well as local ftp, and easy to use with a remote.
I use a file manager like fx file explorer. Fx lets you add your cloud storage accounts to it. I put the APK in Google drive on my computer and pull it up and install on the shield.
I use X-plore from lonelycatgames, just turn on the wifi server, then you can upload using your browser from the computer, in the same network
I don't, my PC is setup as my network hub with network shares & anything I need to access from it I do remotely via my network/FX File Explorer.
I do everything from the shield & get whatever I need from my PC shares, so it's more so pulled to the shield while using the shield, not sent to it from PC.
All my localized video content (+51TB) is streamed wirelessly from my servers over my network via Kodi.

Wifi Explorer is the simplest and efficient solution if you're on the same wifi. It allows you to access the Mibox remotely and drag drop files onto it.

You can use Windows SMB shares for this. In this case you will need a client on your TV. I personally use TotalCMD with plugin on my phone for it but it's interface is not designed for ATV I assume (not tested). DLNA can be useful too for streaming video/audio files. Both of these functionalities are built-in into Windows (7+).
If you're about installing apk's mainly then use ADB to sideload them into your tv with "adb install example.apk". You can also use ADB for pushing files on your TV: "adb push example.apk /sdcard/" where /sdcard/ is root directory of TV internal storage
My setup is quite simple: I have Mxplorer set on my Mibox with a bookmark to a "mibox" Dropbox folder where I save my APKs from my PC. Not the most sophisticated, but it's quick and gets the job done.
I don't know about laptop, but there is an app on the playstore that you can use to send apks from your phone to the mi box. It's called Send files to TV

Use solid explorer. It has very clean UI. You can create FTP server or cloud storage and transfer files from any device in network.
