Uninstall and reinstall apps. Eg my Chromecast functionality broke when I went to 9. I just removed the Chromecast function, went to the Playstore, reinstalled, rebooted and it worked.
Not unless you can return it to your store and exchange it for a different one. That is what I had to do since I was still in my 90 day return window. The biggest bug was not being able to use the on screen keyboard (after the upgrade and then even after a factory reset).
