Is there a step-by-step guide out there on how to set the X950g's GUI to 4K?

Title. Experience feels incomplete when I throw a sizeable chunk of cash on a TV with a blurry GUI.

That is a Google Android TV OS 1080p only interface limitation, likely implemented because Google want the Android TV OS to run OK on old, cheap hardware with weak GPU's.
A 4K user interface would simply slow such old cheap hardware down too much and also likely overheat them.
Google surely could have a small GPU spec lookup table inside the Android OS so it could autoswitching to a 4K GUI. That would be easy for software guys to do. Really pathetic from Google in this, a now 4K era. They really are dragging their feet vs the competition.
If you want a sharp looking 4K user interface, you have to look at the rival fruit company Apple with tvOS on an Apple TV 4K.
