A working solution
Buy panda Gamepad pro on your phones google play. Make a note of the Account.
Do not sideload panda Gamepad pro on sheild it does not work!
Do not try do remove google play verification through Lucky patcher it does not work!
You have to buy it.
Go to shield use puffin or chrome search and download F-Droid apk
Once installed update F-droid at the top.
Search Aurora Store download install.
Log in with account you bought the app with.
Download Install Panda gamepad pro app.(note this will not work if you have not bought the app on your phone already)
Go to special access enable display over other apps.
Enable usb debugging on Shield.(developer options)
Need a usb cable male to male.
Plug in pc. go to

Download Panda Activator
Extract folder,Open folder
Double click activate.bat
Once finished Activation complete.
You should now be able to play touch games on shield. Mapping for alot of games already done.
