There's a way to download the os from Sony's support site onto a thumb drive and reinstall the firmware from it. What model tv do you have?

The solution to every issue in hardware,
switch off > unplug the power > wait 15 seconds > plug back the power > turn on.
If still not solved, try installing the firmware again manually by downloading the firmware and updating using a Pendrive.
next step could be downgrading the firmware (using last working firmware) if possible and the last step would be to contact Sony.

That looks like a hardware issue, if you're getting the same thing everywhere including playing video than it probably can't be fixed without replacing whatever is running Android within the TV. If it's working fine outside of Android from TV or other HDMI inputs then probably easiest to get a MiBox or something to replace the built in version

This is exactly why I refuse to buy a smart tv, all of em are trash and weird shit happens that no one can help you with. Get a dumb tv and just get a shield or amazon tv box I have yhe original shield running strong I have multiple amazon fire tv 2s from day one still running strong, I will say though my dads samsung smart tv is the fiest skart tv to not give us any issues but its also not running android tv which he uses a shield for which in the end makes the smart prrion of the TV useless.
