Try tinycam monitor from the play store, I know that pip works on the pro version on most devices
VLC for Android tv has PiP:
It's not possible as of yet, Hangouts is not a supported Android TV app and the apps I would recommend still don't support picture in picture, you can request the feature to the developers if you like.
