Is there a to sideload an emulator such as Nintendo DS or PS2 in Android TV and turn it into a less powerful console?

I saw many people install a console emulator in Android and play games there. Is it possible to do in Android TV and play there?

Check out RetroArch

Its a frontend for a ton of emulators for a bunch of different systems. It downloads the emulators for you and has a unified setup. It was a little laborious to set up last time I used it, but very powerful.

No need to side load, a MiBox should have plenty of emulators in the ATV Play Store. Should be able to play games from Atari 2600 to Nintendo 64. The apps are fairy cheap to buy, typically $3-6. There are free (Retro Arch, Kodi, etc) options, but I found myself spending way too much time getting things to work. With paid apps, you map the buttons on your game controller and thats it.

The CPUs in Android TVs tend to be rather weak, even compared to phones
