Deleted Apps that keep returning

I have a Nvidia Shield so I’m running the real Android. I noticed a couple months back I had a couple apps that were perpetually waiting to update. I deleted them, but they returned the next day with the updating bar below them. If I clicked on them, the app wasn’t available. So I had to download and install them, then delete. However, they returned once again. If I go in the settings they are not listed under apps. I guess I can just leave them. I wasn’t using them anyway. Just so very odd.

Can't delete unless you ADB and delete the apps.

If you have sideloaded apps without much care for the source of those apps, then you may have a malicious app. There have been instances where a malicious app installed others and burried them in system apps. If this is the case, it will keep happening until you root out the offending app and uninstall it. My advice in such an instance is to reset the device and be more careful where you get your sideloaded apps from.
