It happens when it detect a headphone connected to device. Are you getting it over HDMI?
I remember this finally happening in the Shield TV 8.0 (Android 9.0) update with bluetooth audio. Previously bluetooth audio was very quiet in Android (both Shield TV and Mi Box) compared to Amazon Fire TV. Finally with this option to exceed the ridiculous low volume limit in Android the bluetooth volume has been great now.
Haven't seen it on regular audio output though, just bluetooth.
I have this same problem using a usb DAC. What is stupid is that it gives the warning even at low volume. I too like to sleep with ambient sound and it cutting the volume is really rude. I have manual volume control on my speakers so it should not have a say as I have it calibrated on the other side.
That's not part of Android TV nor Shield, to my knowledge.
What apps have you sideloaded?
