Question: Using Android TV on a touchscreen monitor. Is there a way to make it work more like a tablet? Want to use it without a remote.

What Android TV and monitor are you trying to use?

Most "touchscreen monitors" are normal displays with a USB connection for the touch panel. Android TV should recognize that input and respond to it.

My Sony TV "sees" my Bluetooth keyboard with touch pad. I can click on icons to launch them and navigate menus with the touch pad. As long as you have playback controls (volume, play, FF, etc) onscreen, you should be OK, but not all apps display them.

Android TV is for leanback with a remote. If you want touchscreen support, try installing Android instead.

I don't think so. Most of the UI expects physical (remote) input, so although you can use touch but basic stuff like scrolling will be a pain.
